General Secretary, President of Laos visits Military Region 4
On the morning of April 28, during his official visit to Vietnam to attend the 50th Anniversary of the Liberation of the South and National Reunification, General Secretary of the Lao People's Revolutionary Party and President of Laos, Thongloun Sisoulith, led a high-ranking delegation of the Lao Party and State to visit Military Region 4.


On behalf of the officers and soldiers of Military Region 4, Lieutenant General Tran Vo Dung, Secretary of the Party Committee and Political Commissar of Military Region 4, provided an overview of the economic, cultural, and social situation in the region, as well as the results of cooperation between Military Region 4 and various Lao units and localities over recent years.

Over the years, the tradition of long-standing friendship, solidarity, and close bonds between the two Parties, two States, Armies, and Peoples of Vietnam and Laos in general, and between Military Region 4 and Lao units and localities in particular, has been continuously preserved and developed in depth.
Units of Military Region 4 have effectively supported Lao localities and units in economic, cultural, and social development; strengthened national defense and security; and contributed to building strong Party organizations and governments, thereby consolidating the special traditional relationship between Vietnam and Laos in the new era.

In the coming period, Military Region 4 will continue to effectively implement the Joint Declaration of the two Parties and States’ leaders, the Bilateral Defense Cooperation Protocol, and the 2025 Cooperation Plan between the two Ministries of National Defense.

Military Region 4 commits to making every effort to preserve and promote the fine traditional relationship, contributing to nurturing the special Vietnam-Laos solidarity to bear more fruits.
General Secretary of the Lao People's Revolutionary Party, President of Laos Thongloun Sisoulith sincerely thanked the Standing Committee of the Party Committee and Command of Military Region 4 for their warm welcome. He highly appreciated the sincere and meaningful assistance of the Party, State, and People's Army of Vietnam in general, and the armed forces of Military Region 4, Nghe An Province, and Ha Tinh Province in particular, to the Lao people throughout the historical struggle for national independence as well as the current cause of national protection and development.

The Lao leader emphasized the immense contributions and noble sacrifices made by the Party, State, Army, and People of Vietnam toward the Lao people's cause of national independence and construction. He acknowledged the direct contributions of Military Region 4 in nurturing the special relationship between the two countries.

He also recognized the significant achievements in cooperation and the wholehearted assistance provided by the Command of Military Region 4 and its units to the localities and units of the Lao People's Army over the years.

The General Secretary, President of Laos Thongloun Sisoulith, proposed that, in the future, the armed forces of Military Region 4 and localities along the shared border between the two countries should continue to strengthen coordination, ensure political security in border areas, facilitate socio-economic development in border regions, and further build a deep, lasting friendship between the two Parties, States, Armies, and Peoples.

On behalf of the officers and soldiers of Military Region 4, Lieutenant General Ha Tho Binh, Commander of Military Region 4, sincerely thanked General Secretary, President of Laos, and the members of the high-ranking Lao delegation for their valuable time visiting and speaking with the officers and soldiers.

He affirmed that this was a great honor and a tremendous encouragement for all officers and soldiers of Military Region 4, providing important directions for continuing to strengthen and develop the special Vietnam-Laos relationship.

Lieutenant General Ha Tho Binh pledged that, under any circumstances, the armed forces of Military Region 4 would always bear in mind and implement the instructions and guidance of the General Secretary, President of Laos, excellently fulfilling all tasks entrusted by the Parties, States, and Armies of Vietnam and Laos, contributing to the continued growth of the faithful and special solidarity between Vietnam and Laos.
