Nghe An: 23 industrial clusters in operation, attracting 259 projects

According to the Nghe An Department of Industry and Trade, as of early March, out of a total of 26 industrial clusters established in the province, 23 have come into operation, attracting 259 enterprises to lease land for investment and business activities.

Specifically, among the 26 established industrial clusters (ICs), 6 ICs have been implemented under the new regulations, with infrastructure investment and business carried out by enterprises. These include Hung Dong IC (Vinh City), Dien Thang IC (Dien Chau District), Nghia Dung IC (Tan Ky District), Lac Son Expansion IC (Do Luong District), Nghi Dien IC (Nghi Loc District), and Hung Yen IC (Hung Nguyen District). The remaining 20 ICs, which were established earlier, were initially managed by district-level People's Committees as infrastructure investors and have now been transferred to the Industrial Cluster Management Board for administration and operation.

Out of the 26 ICs, 23 have enterprises leasing land and conducting production and business activities, attracting a total of 259 enterprises and production facilities with a total investment of 5,406 billion VND.

The enterprises and facilities leasing land for investment and business have created jobs for approximately 25,689 local workers and contribute around 375 billion VND annually to the state budget. The average occupancy rate of the operating ICs is 75%.

Mr. Pham Van Hoa, Director of the Nghe An Department of Industry and Trade, stated that, in implementing Decree No. 32/2024/ND-CP dated March 15, 2024, issued by the Government on the management and development of industrial clusters, Nghe An is actively addressing difficulties related to land and site clearance to attract enterprises as infrastructure investors. At the same time, the province is reviewing and eliminating ICs that are no longer suitable or feasible from the planning scheme.

Currently, the task force of the Provincial People's Committee on reviewing industrial development targets, led by the Department of Industry and Trade, is instructing relevant departments and local authorities to complete procedures to propose the removal of Hung Dong 2 IC (Vinh City) with a planned area of 26.5 hectares and Nghi Dien IC (Nghi Loc District) with a planned area of 63.17 hectares from the planning scheme.

According to the Industrial Cluster Development Plan integrated with Decision No. 1059/QD-TTg dated September 14, 2023, issued by the Prime Minister approving the provincial planning for the 2021-2030 period with a vision to 2050, Nghe An is set to have 71 ICs with a total planned area of 2,293.42 hectares.

"Decree No. 32/2024/ND-CP on the management and development of industrial clusters (replacing Decree No. 68/2017/ND-CP and Decree No. 66/2020/ND-CP) introduces changes and adjustments that encourage the socialization of infrastructure investment to reduce the burden on the state budget and promote the development of synchronized technical infrastructure in ICs. The Government and provinces only support IC infrastructure investment in particularly difficult areas and prioritize two key areas: electricity supply for production and environmental treatment. The goal is to utilize land resources efficiently, create favorable conditions for small and medium-sized enterprises, and gradually relocate production facilities from residential areas into ICs to ensure environmental protection and sustainable development. This, in turn, contributes to economic restructuring by increasing the proportion of the industrial sector in each locality", said Mr. Pham Van Hoa, Director of the Nghe An Department of Industry and Trade.
