Nghe An directs enhanced supervision of bidding packages for Vinh - Thanh Thuy Expressway Project

This directive aims to enhance state management efficiency over a large-scale, technically complex national key transport infrastructure project, strictly rectify existing limitations, ensure quality, and guarantee the route opens to traffic in the first quarter of 2029 in accordance with directives from the Government, the Prime Minister, and the Provincial Steering Committee for Key Projects.

Department of Construction Appointed as Lead Supervisory Body

Under the directive, the Chairman of the Nghe An Provincial People's Committee assigned the Department of Construction to advise and assist the committee in exercising state management over investment activities and quality control, pursuant to Decision No. 50/2025/QD-UBND dated August 28, 2025.

the focal point, the Department of Construction will execute the following key duties:

Proactively establish a Task Force to conduct direct on-site inspections of construction packages under Component Project 1. The Task Force is tasked with strictly tracking construction progress, focusing specifically on packages, items, and locations at risk of delay.

Promptly detect and require the Project Management Board (Investor) to address and rectify any shortcomings, limitations, or errors on-site.

In the event of urgent issues affecting progress, quality, engineering standards, aesthetics, labor safety, or environmental sanitation, the Department must immediately report to the Provincial People's Committee for guidance.

When necessary, advise the Provincial People's Committee on forming an inter-agency inspection team (with the Department of Construction serving as the standing agency) to comprehensively inspect and resolve bottlenecks or violations exceeding lower-level authority.

On the 15th of every month (or ad-hoc upon request), lead and coordinate with relevant units to submit progress reports to the Chairman of the Provincial People's Committee, highlighting specific achievements, identifying delayed items, and proposing solutions to accelerate lagging packages.

Strict Accountability for the Transport Project Management Board

The Nghe An Transport Construction Project Management Board, in its role as the Investor, is required to maintain strict and seamless management across all stages, from investment preparation and contractor selection to construction management, acceptance, and financial settlement.

The Chairman of the Provincial People's Committee instructed the Board to focus on the following priorities:

Maintain absolute control over construction progress, quality, engineering standards, occupational safety, and environmental protection to ensure all bidding package milestones are met, guaranteeing the project opens to traffic in Q1/2029.

Strictly adhere to Official Dispatch No. 11732/UBND-CN dated September 14, 2026. The Director of the Project Management Board bears full legal and administrative responsibility before the law, the Provincial People's Committee, and audit/inspection authorities for the contractor selection process.

Ensure absolute transparency, preventing corruption, group interests, bid-rigging, or collusion that causes losses to the state budget. Selected contractors must possess verified capacity, experience, maximum resource mobilization capabilities (personnel, equipment, finance), and sound technical solutions.

Work closely with the Department of Construction and relevant authorities during field inspections, leverage professional guidance from state agencies to rectify errors promptly, and comply fully with reporting regimes.

For urgent issues threatening project quality or completion timelines, the Board is directed to coordinate immediately with the Department of Construction to report to the Provincial People's Committee for timely resolution within its authority.
