Nghe An's public investment disbursement rate higher than national average
In the first 6 months of 2025, Nghe An's public investment disbursement rate is estimated to have reached 45.29%, higher than the national average of 32.06%.

Regarding the public investment disbursement situation in 2025, the Ministry of Finance reported that the estimated disbursement from the beginning of the year to June 30, 2025, is 264.8 trillion VND, reaching 32.06% of the plan assigned by the Prime Minister. In the same period in 2024, the disbursement was 188.4 trillion VND, reaching 28.2% of the plan.

Thus, in terms of both the disbursement rate and absolute value, public investment disbursement in 2025 is higher than in the same period in 2024. In absolute terms, the disbursement is approximately 76.4 trillion VND more.
Of this total, disbursement of central budget capital reached approximately 88.5 trillion VND, achieving 25.27% of the Prime Minister's assigned plan, which is lower than the same period in 2024 (27.4%).
Disbursement of local budget capital was approximately 176.3 trillion VND, achieving 37.06% of the Prime Minister's assigned plan, which is higher than the same period in 2024 (27.4%).
Disbursement for the three National Target Programs (NTPs) was 9.3 trillion VND, reaching 42.15% of the Prime Minister's assigned plan.
According to the Ministry of Finance's assessment for the first 6 months of 2025, there are 8 ministries and central agencies, and 37 localities with estimated disbursement rates above the national average, including Nghe An province.
It is noted that Nghe An's total public investment capital for 2025 is over 10,000 trillion VND, comprising over 2,749 billion VND from the central budget and over 7,254 billion VND from the local budget.
According to data from the Ministry of Finance, in the first 6 months of this year, the estimated disbursement rate for Nghe An province's state budget public investment plan, compared to the total capital assigned by the Prime Minister, reached over 4,530 billion VND (45.29%). This includes:
- Central budget capital: over 1,131 billion VND (a rate of 41.14%).
- Balanced local budget capital: over 3,399 billion VND (a rate of 46.86%).
