Nghe An sets December 2026 deadline for high-speed rail site handover, plans 30 resettlement areas
Nghe An is accelerating site clearance for the North-South high-speed railway project, aiming for substantial completion before December 2026.
This is a crucial step to ensure the project's groundbreaking schedule and to effectively develop the land in areas adjacent to the railway station within the province.

The Nghe An Provincial People's Committee has just issued a plan for site clearance and coordinated implementation of the North-South high-speed railway project within the province. Concurrently, the province will promote the development of land in areas adjacent to railway station to generate resources for development.
According to the plan, Nghe An aims to complete the procedures to begin construction on at least one resettlement area before August 19, 2025; substantially complete the resettlement areas by October 2026; and hand over the cleared site to the project investor before December 2026 to ensure conditions are met for the project's construction to commence.
The North-South high-speed railway project is a key national infrastructure project with a total length of 1,541 km, of which 85.5 km passes through Nghe An.
This project directly affects 38 residential clusters, with approximately 2,150 households having residential land within the site clearance scope, of which 1,942 households require resettlement.
To facilitate the resettlement process, Nghe An plans to invest in approximately 30 resettlement areas, covering a total area of over 102 hectares with a total investment of about VND 1.45 trillion.
The provincial People's Committee's plan clearly defines the responsibilities and implementation timeline for various departments, boards, and agencies to ensure unified and synchronized coordination in carrying out the site clearance work for the high-speed railway project in the province.
The Department of Construction will act as the coordinating body, responsible for presiding over and collaborating with relevant units and localities to connect, coordinate, and expedite the tasks under the province's authority throughout the project's implementation.
The Department of Agriculture and Environment will be the standing body for site clearance, leading and guiding localities and relevant units in implementing site clearance and land review tasks to ensure synchronization, timeliness, and compliance with requirements.
On June 30, 2025, the Standing Committee of the Nghe An Provincial Party Committee established a Steering Committee for the Site Clearance of the North-South High-Speed Railway Project in the province. The committee is headed by the Provincial Party Secretary. The Standing Deputy Head is the Deputy Party Secretary and Chairman of the Provincial People's Committee. Other deputy heads include the Deputy Party Secretary, Chairman of the provincial Vietnam Fatherland Front Committee, Head of the provincial National Assembly Delegation, and the Vice Chairman of the Provincial People's Committee in charge of transportation.
Parallel to site clearance, Nghe An also aims to optimize the use of land in areas adjacent to the railway stations to create resources for reinvesting in infrastructure and developing urban areas and services.
Relevant departments and agencies will work closely with the high-speed railway project's investor to both ensure the progress of site clearance and study plans for urban spatial planning and development linked to the modern railway station in the province, following the Transit-Oriented Development (TOD) model.
