Chairman of Nghe An Provincial People's Committee works on the Quynh Lap LNG Power Plant Project

The Quynh Lap LNG Power Plant Project is one of the important and prioritized power source projects under Power Development Plan VIII.

On the morning of February 20, in Hoang Mai town, Mr. Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of Nghe An Provincial People's Committee, worked with the working delegation of the Operations Department, General Staff on inspecting and surveying the Quynh Lap LNG Power Plant Project.

The Quynh Lap LNG Power Plant Project, located in Quynh Lap commune, Hoang Mai town, Nghe An province, has a capacity of 1,500MW (including 2 units x 750MW) utilizing combined cycle gas turbine technology, LNG storage and regasification systems; a port for receiving LNG for ships with a tonnage ranging from 100,000DWT to 150,000DWT, and a comprehensive technical infrastructure system. To meet the fuel demand of the plant, approximately 1.15 million tons of LNG will be imported annually.

This is one of the important and prioritized power source projects included in the list accompanying Decision No. 500/QD-TTg dated May 15, 2023, by the Prime Minister approving the National Power Development Plan for the 2021 – 2030 period, with a vision to 2050 (Power Development Plan VIII), and Decision No. 262/QD-TTg dated April 1, 2024, by the Prime Minister approving the Implementation Plan of Power Development Plan VIII.

The project's total investment is expected to be approximately USD 2.11 billion, including items such as the LNG power plant, gas storage, receiving port, breakwater, and auxiliary works on a total area of about 210-360 hectares, along with a receiving port for ships with a tonnage of around 100,000 DWT. The project is expected to commence commercial operation before 2030.

Once completed, the electricity produced by the plant will connect to the 500kV Quang Trach - Quynh Luu - Thanh Hoa transmission line or potentially connect to the Nghi Son LNG Power Plant.

In accordance with Notice No. 10/TB-BCT dated January 10, 2025, of the Ministry of Industry and Trade on the Minister's conclusions at the conference with localities and investors of power projects regarding the implementation of Directive No. 01/CT-TTg of the Prime Minister, Chairman of the Provincial People's Committee Le Hong Vinh has assigned the Department of Planning and Investment to lead and coordinate with the Department of Industry and Trade and relevant agencies to urgently complete procedures for approving investment policies and selecting investors for the Quynh Lap LNG Power Plant Project in the first quarter of 2025 in accordance with legal processes and regulations.

Currently, the Department of Planning and Investment is proceeding with procedures for approving investment policies and bidding to select investors to implement the project in compliance with regulations.

Accordingly, 13 out of 13 provincial departments have provided appraisal opinions for approving the project's investment policy; 6 out of 7 ministries have provided appraisal opinions, with the Ministry of National Defense being the only one yet to respond.

Speaking at the meeting, Major General Luu Quang Vu - Deputy Director of the Operations Department, General Staff, emphasized the importance of the project in ensuring energy security. Based on this inspection and survey, the delegation will assess the national defense conditions related to the project; consider opinions related to sectors under the management of the Ministry of National Defense and other related matters; thereby advising the Ministry of National Defense to provide appraisal opinions for the project.

Speaking at the meeting, Chairman of the Provincial People's Committee Le Hong Vinh emphasized: At present, proactively securing domestic energy sources will reduce dependence on foreign purchases, which may not fully meet the electricity demand for factories and production facilities in industrial zones.

Providing general information on the province's socio-economic situation, the Chairman of the Provincial People's Committee said that in 2025, Nghe An was assigned by the Government to achieve a growth rate of 10.5%, posing a significant pressure on the locality. Therefore, the early implementation of the Quynh Lap LNG Power Plant Project will gradually contribute to the state budget revenue and promote the province's growth.

Facing development demands in the new phase, the Chairman of the Provincial People's Committee requested the working delegation of the Operations Department, Ministry of National Defense, to, based on field research, devise plans to advise, support, and facilitate the early implementation of the Quynh Lap LNG Power Plant Project, ensuring harmony between national defense, security, and socio-economic development.
