Deputy Prime Minister praises Nghe An for exceeding national average in public investment disbursement
Deputy Prime Minister Tran Hong Ha acknowledged and commended Nghe An province, along with six other localities, for achieving a high public investment disbursement rate, surpassing the national average.

The information was stated in Notice No. 223/TB-VPCP dated May 13, 2025, from the Government Office, concluding a meeting chaired by the Deputy Prime Minister with Working Group No. 2 on inspecting, urging, resolving obstacles, and promoting public investment disbursement.
Deputy Prime Minister Tran Hong Ha acknowledged the efforts of ministries, sectors, and localities under Working Group No. 2 and particularly commended seven provinces with significantly higher disbursement rates than the national average: Phu Tho, Thanh Hoa, Ha Tinh, Nghe An, Quang Binh, Bac Giang, and Hoa Binh.
As of April 30, 2025, the national public investment disbursement rate reached approximately 15.56%. Meanwhile, Nghe An had disbursed 2,256.47 billion VND, reaching 22.56% of the total 2025 plan. Of this, the province's concentrated investment capital disbursement reached 956.47 billion VND, equivalent to 20.29% of the plan.
Some capital sources achieved high disbursement rates, such as the National Target Program for New Rural Development (58.54%), revenue from land use (32.27%), and revenue from the construction lottery (45.63%).
Notably, 17 project-managing units in the province achieved disbursement rates exceeding the provincial average, including: Tan Ky (66.84%), Nam Dan (58.54%), Yen Thanh (50.88%), Do Luong (49%), Thanh Chuong (43.37%), Anh Son (30.59%), Hoang Mai (28.98%), Nghia Dan (28.04%), Thai Hoa (24.93%), Quy Chau (23.32%), Quy Hop (21.41%), Dien Chau (20.57%), Phuc Son Voluntary Drug Rehabilitation Center (36.09%), Provincial Employment Service Center (29.86%), Tan Ky 3 High School (26.41%), Nghe An Oncology Hospital (25.4%), and the Nghe An Provincial Project Management Unit for Civil and Industrial Construction (22.97%).
Working Group No. 2 is one of the groups with the largest allocated capital among the seven Government Working Groups, with a total public investment capital for 2025 of up to 253,255 billion VND, accounting for 30.6% of the country's total public investment capital plan. Therefore, the disbursement results of this Working Group greatly influence the overall national disbursement rate.
Deputy PM Ha called for decisive measures to accelerate disbursement, such as expediting site clearance and construction progress, resolving land and resource issues, enhancing field inspections, urging contractors and consultants, and reallocating capital between underperforming and effective projects. Leaders must be assigned specific oversight responsibilities, and difficulties must be promptly and effectively addressed, or escalated if beyond authority.
He also called for proactively reviewing and reallocating capital, within authority, from slowly disbursing projects to projects with better disbursement potential that are underfunded, according to regulations; assigning specific leaders' responsibility for monitoring implementation progress; and closely following, promptly, substantively, and effectively resolving difficulties within their authority, or reporting to higher authorities if beyond their scope.
Clearly defining roles and responsibilities in implementing public investment disbursement, on April 15, 2025, Chairman of the Nghe An Provincial People's Committee Le Hong Vinh issued Decision No. 1044/QD-UBND on assigning tasks for monitoring, directing, and urging the progress of implementation and disbursement of public investment projects in 2025.
Accordingly, the Chairman of the Provincial People's Committee specifically assigned Vice Chairmen of the Provincial People's Committee to directly oversee project groups. Specifically:
- Standing Vice Chairman of the Provincial People's Committee Bui Thanh An is in charge of 10 ongoing projects and 2 newly launched projects.
- Vice Chairman of the Provincial People's Committee Bui Dinh Long supervises 25 ongoing projects and 14 new projects.
- Vice Chairman of the Provincial People's Committee Nguyen Van De monitors 6 projects for recovery of advanced capital, 26 ongoing projects, and 1 new project.
- Vice Chairman of the Provincial People's Committee Hoang Phu Hien is responsible for 2 completed projects, 9 projects for recovery of advanced capital, 46 ongoing projects, and 4 new projects.
- Vice Chairman of the Provincial People's Committee Phung Thanh Vinh monitors and urges the disbursement for two national target programs: sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.
The clear and specific assignment according to each project group and each responsible leader demonstrates the province's high political determination in achieving its disbursement goals.
Nghe An aims to disburse over 95% of the allocated capital plan by the end of 2025. To achieve this goal, sectors, localities, and project owners in the area have been and are strengthening coordination, regularly reviewing, and removing bottlenecks related to investment procedures, bidding, site clearance, capital plan adjustments, and project implementation progress.
