Vinh City launches major regulating lake project to improve urban flood management

Vinh City has begun construction on a new regulating lake in Nghi Duc Ward, located adjacent to the Vinh–Cua Lo Avenue. The project aims to strengthen the city’s urban infrastructure and improve the living environment for local residents.

Approved in 2023 by the Vinh City People’s Committee, the project includes the Nghi Phu–Nghi Duc regulating lake and a system of connecting drainage canals. Covering an area of 20.7 hectares, it has a total investment of approximately VND 169 billion from the city’s budget. This includes VND 65.5 billion for site clearance and VND 86 billion for construction.

Designed to enhance rainwater drainage and reduce flooding in the wards of Ha Huy Tap, Nghi Phu, and Nghi Duc, the lake aligns with Vinh City’s master plan for 2030–2050.

It will also contribute to the development of a more comprehensive network of roads, canals, and drainage systems, improving infrastructure and quality of life in the city’s expanding urban areas.

A key feature of the project is a 1.7-kilometer walkway encircling the lake. The 2-meter-wide path will include decorative lighting and landscaping with trees, creating a pleasant and eco-friendly space for residents.

According to the Vinh City Project Management Unit for Investment and Construction, the regulating lake itself will cover 4.5 hectares, with a water surface of 4.25 hectares. The lake bed will be graded with a north–south slope and an average elevation of 2.5 meters to maintain proper water levels and prevent soil exposure or weed growth on islets.

Hydraulic modeling indicates the lake will have a storage capacity of 115,000 cubic meters. Water levels will range from a minimum of 2.29 meters to a maximum of 3.4 meters, helping to collect surface rainwater and prevent seasonal flooding in the surrounding residential areas.

The project also involves constructing new drainage structures, including:

  • A double culvert connecting with the canal running past Hospital 115, channeling water along Nguyen Van To Street;
  • A single box culvert directing water from the canal along Nguyen Phi Y Lan Street;
  • Another box culvert capturing water from a 40-meter-wide canal originating in Hung Dong Ward and flowing through Quan Bau, Ha Huy Tap, and Nghi Phu wards before reaching the lake.

The project is scheduled for completion in 2026.

Mr. Nguyen Sy Dieu, Vice Chairman of the Vinh City People’s Committee, emphasized the project's importance: “The regulating lake in Nghi Duc is a vital component of Vinh City’s sustainable urban development strategy. It not only addresses flood risks but also creates an ecological space that enhances the quality of life for our community”.
