Progress accelerated for timely handover of expressway rest stop in Nghe An by January 2026
The Nghe An Petroleum Joint Stock Company is coordinating with contractors to mobilize machinery and personnel to accelerate the progress of the investment, construction, and operation project for the rest stop on the North-South Expressway section passing through Nghe An.

Specifically, the rest stop at Km427+035 on the eastern Expressway, Nghi Son - Dien Chau section, is located in the former Dien Hanh and Dien Quang communes (old Dien Chau district), which is now Minh Chau commune, Nghe An province. After the site for Phase 1 and four-fifths of the area for Phase 2 were handed over—totaling nearly 98% of the project's 81,000m² area—contractors have mobilized machinery to speed up the construction of various facilities. The priority is the early completion of public service facilities.
Since June 2025, the investor has directed the construction unit to mobilize dozens of vehicles and machines to carry out ground leveling on both sides of the project.
A representative from the Minh Chau Commune People's Committee also stated: "Currently, 98% of the project site has been handed over, with only 7 households still under negotiation for relocation".
The Site Clearance Board has also requested the investor not to wait but to accelerate progress, carrying out construction on the already cleared land to provide a basis for persuading the remaining parties.
In the near future, the locality will actively continue its persuasion efforts to complete the entire site handover as soon as possible. Along with the construction of planned facilities, the temporary rest stop, which has been operational since January 2025, continues to maintain essential services such as restrooms and a temporary parking area for passengers to rest and get drinks.
A representative from the Project Management Board of Nghe An Petroleum Company confirmed: "The ground leveling work is now basically complete, and we are striving to put the station into official operation in January 2026, as directed by the Prime Minister".
The project board also stated that among the various facilities, the investor will prioritize the early construction of public services such as public restrooms, parking areas, and rest areas for drivers and passengers.
Concurrently, the unit is directing the contractor to construct the remaining facilities according to the approved design and overall schedule, including a petrol station, electric vehicle charging points, coffee and refreshment services, rest areas, restrooms, and a supermarket showcasing local products.
The North-South Expressway section passing through Nghe An province has a total length of nearly 87.9 km, comprising two component projects: Nghi Son - Dien Chau (43.5 km long) and Dien Chau - Bai Vot (44.4 km long). Both projects have been completed and are in use, with tolls being collected on the Dien Chau - Bai Vot section. According to the design, the expressway section through Nghe An has one rest stop at Km427+035, located in the area of former Dien Hanh and Dien Quang communes, now Minh Chau commune, Nghe An province.
The investment project for the construction and operation of the rest stop in Minh Chau commune has a total area of 81,000m² and a total investment of nearly 340 billion VND. It is a joint investment by a consortium of the Vietnam National Petroleum Group (Petrolimex) and the Thua Thien - Hue Petroleum Company.
