Nghe An proposes building 21 combined-level boarding schools for border communes

The construction of combined-level public boarding schools in border communes aims to create more learning and comprehensive development opportunities for students in remote and disadvantaged areas, while ensuring their absolute safety.

Previously, in Notice No. 81-TB/TW, the Politburo approved the policy to invest in building combined primary and lower secondary boarding schools in 248 mainland border communes nationwide.

These schools will serve as models for subsequent wider implementation, with the goal of completing all 248 schools in the next 2-3 years. The newly built schools must meet technical standards for scale and area, and be fully equipped with facilities for academic learning, cultural and physical training, and living conditions, all while ensuring absolute safety.

According to the Politburo's conclusion, this is a central and important task for socio-economic development and implementing ethnic policies. It aims to improve educational standards, the quality of human resources, create a source of local ethnic officials, enhance the material and spiritual lives of people in border regions, and contribute to strengthening national defense and security.

In Nghe An, statistics show that after mergers, the province has 21 border communes with 94 existing schools. Implementing the Politburo's conclusion and related directives, the provincial Department of Education and Training has assessed and submitted a list of 21 schools proposed for investment.

These are all schools located in difficult border areas where learning conditions are more limited compared to other schools. The selected schools meet the guideline criteria, such as having over 1,000 students and sufficient land area for construction. Upon completion, they will become combined primary and lower secondary schools.

Specifically, these are the combined primary and lower secondary schools to be located in the communes of Na Ngoi, Thong Thu, Nhon Mai, Mon Son, Keng Du, Son Lam, Nam Can, Tri Le, Muong Tip, Tam Quang, Hanh Lam, Bac Ly, My Ly, Na Loi, Tam Thai, Tien Phong, Muong Xen, Chau Khe, Que Phong, Anh Son, and Kim Bang.

Initial estimates indicate that after construction, the 21 schools will have a total of 1,029 classes (549 primary and 480 lower secondary) with over 39,000 students and 1,736 teachers. It is expected that more than 30,000 students will be boarders. The total investment capital for the 21 schools is over VND 5 trillion.

Regarding this matter, at a meeting on July 27 to implement the Politburo's conclusion, the Prime Minister requested the launch of a campaign to build 100 schools in 100 mainland border communes, to be completed by August 30, 2026, at the latest. After this phase, a review will be conducted to learn from the experience and gradually expand the program to completion.

The Prime Minister assigned the Ministry of Education and Training to gather feedback from other ministries, sectors, and localities to finalize the draft Government Resolution on this issue and submit it for promulgation before August 10. The resolution will include regulations on mechanisms and policies such as flexible bidding formats, direct appointment of contractors, and work assignments.

Provincial and municipal People's Committees are required to plan and find suitable locations (5-10 hectares) with convenient access to transportation, electricity, water, and telecommunications infrastructure, and to call on residents to donate land.

The Ministry of Construction is tasked with creating flexible and diverse school design templates that are suitable for the conditions and cultures of different regions and localities. The designs should maximize the use of natural conditions, with special attention to resilience against natural disasters and climate change, while ensuring full functionality.
