Proposal to establish a coordination board for the Thanh - Nghe - Tinh coastal economic region

Mr. Hoang Van Nhien, Deputy Secretary in charge of the Party Committee of the Provincial People's Committee, chaired the conference. In attendance were representatives from the drafting committee of the 20th Provincial Party Congress documents, along with secretaries, deputy secretaries, and rapporteurs from grassroots party organizations.

Prioritizing modern, synchronous digital infrastructure

With a high sense of responsibility, practicality, frankness, and a constructive spirit, the grassroots party organizations contributed many substantive points to the draft documents through written submissions and seven direct verbal comments.

One of the notable recommendations was to add a key task and solution for the next term: to build a special mechanism to promote supporting industries and innovation through the establishment of a Fund for Supporting Industries and Innovation Development. At the same time, specific policies are needed to encourage FDI enterprises to transfer technology, train human resources, and promote production localization, gradually forming a sustainable local industrial ecosystem.

Another strategic proposal was the development of the “Nghi Son (Thanh Hoa) - Dong Nam (Nghe An) - Vung Ang (Ha Tinh) economic development triangle”. Accordingly, it was suggested that the province proactively propose to the Central Government and the provinces of Thanh Hoa and Ha Tinh the establishment of a Coordination Board for the North Central Coastal Economic Region. This board would be responsible for creating common preferential policies and planning the integration of complementary industries.

Regarding sustainable development, the organizing committee also noted suggestions on the need for solutions to develop Western Nghe An into a "model green economic zone" and an initiative to build a pilot Eco-Industrial Park project in the Southeast Economic Zone, applying circular economy models and using renewable energy. This would position Nghe An as an attractive destination for "green" investors and help leverage international climate finance resources.

On education and high-quality human resource development, suggestions were made for the documents to include the development of an advanced school system in line with international integration trends, bilingual Vietnamese-English schools, and a “Connect - Discover - Liberate” smart education city.

Regarding the three strategic breakthroughs identified in the draft documents, a consensus at the conference was that their content, priority focus, and feasibility needed to be clarified further.

For the first breakthrough on institutions and policies, it was proposed to prioritize finalizing the legal framework and special mechanisms for the Cua Lo Logistics Center and Deep-water Port, the High-Tech Application Forestry Zone, and outstanding policies to attract R&D (research and development) into industrial parks.

For the second breakthrough on human resources, an emphasis was placed on closely linking training with the actual needs of businesses, especially FDI enterprises. It was also suggested to establish a provincial Human Resources Development Council, where businesses, particularly FDI enterprises, play a central role in placing training orders with universities and colleges.

For the third breakthrough on infrastructure, there was a unanimous agreement that, besides traditional transport infrastructure, the increasingly essential role of digital infrastructure must be strongly emphasized. The draft political report needs to clearly reflect the priority orientation for developing modern and synchronous digital infrastructure.

In addition, feedback also focused on analyzing many core contents of the draft documents, such as the theme and motto of the Congress; evaluating the results of implementing the resolution of the 19th Provincial Party Congress (2020-2025 term); pointing out shortcomings, limitations, and lessons learned; and especially contributing ideas on the direction, goals, targets, and key tasks for the 2025-2030 term.

Upholding the political nucleus role at the grassroots level

Concluding the conference, Mr. Hoang Van Nhien, Deputy Secretary in charge of the Party Committee of the Provincial People's Committee, acknowledged and highly praised the serious and responsible spirit and the insightful feedback from the affiliated grassroots party organizations.

He requested the specialized department to urgently synthesize and filter the feedback to submit to the Standing Board of the Party Committee of the Provincial People's Committee for consideration and forwarding to the Provincial Party Congress's Document Drafting Committee. This will also contribute to finalizing the draft documents for the 1st Party Congress of the Provincial People's Committee, scheduled for mid-August 2025.

From now until the congress, Mr. Hoang Van Nhien urged all grassroots party organizations to promote practical emulation movements to celebrate the event. Each party organization needs to select a specific emulation movement based on its functions and tasks, with a special focus on excelling in political and professional duties and accelerating digital transformation.

Alongside professional duties, Mr. Hoang Van Nhien requested all party committees to focus on improving the quality of Party-building work and upholding the role of cadres and party members as a political nucleus. In particular, secretaries, deputy secretaries, and committee members need to elevate their sense of responsibility and promote their core role in leading and directing implementation.

Mr. Hoang Van Nhien also outlined several directives for the grassroots party organizations regarding publication work before, during, and after the 1st Party Congress of the Provincial People's Committee, ensuring it is systematic, well-oriented, and spreads a spirit of solidarity, responsibility, creativity, and a desire to contribute throughout the entire Party Committee.

Also at the conference, the Provincial People's Committee's Party Committee announced the decision on the team of grassroots rapporteurs for the 2025-2030 term, consisting of 55 members. It also disseminated the key contents of two important conclusions from the Politburo and the Secretariat: Conclusion No. 176-KL/TW dated July 4, 2025, on implementing key tasks in the activities of grassroots party organizations in the coming time; and Conclusion No. 177-KL/TW dated July 11, 2025, on continuing to build the organization and activities of the two-tier administrative units to ensure smooth and effective operation.
