11 multi-level boarding schools in border communes must be completed ahead of 2027-2028 academic year

On the afternoon of September 22, the Nghe An Provincial People's Committee held a working session to review and accelerate the implementation of multi-level boarding primary and junior high school projects in mainland border communes.

The meeting was co-chaired by Mr. Vo Trong Hai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee and Mr. Thai Van Thanh, Member of the Provincial Party Executive Committee and Vice Chairman of the Provincial People's Committee.

Accelerating phase 2 for 11 boarding schools

In line with the Politburo's policy, Nghe An is implementing the construction of 21 multi-level boarding primary and junior high schools across mainland border communes.

Under Phase 1, Nghe An constructed 10 multi-level boarding schools in 2025 with a total investment exceeding 3.5 trillion VND across key border areas: Mon Son, Que Phong, Bac Ly, Anh Son, Hanh Lam, Tri Le, Na Ngoi, Keng Du, Nhon Mai, and Tam Thai.

For Phase 2, the Provincial Project Management Board for Civil and Industrial Construction Projects is focusing on executing 11 schools, with an estimated total capital exceeding 4.2 trillion VND. To date, 4 projects in Chau Khe, Tam Quang, Nam Can, and Kim Bang communes have received formal approval; the remaining 7 projects are finalizing regulatory procedures.

During the meeting, delegates evaluated the operational status of Phase 1, focusing on construction management, teaching and learning conditions, and boarding accommodations for students, while reviewing bottlenecks to clear the path for Phase 2.

Completion deadline set for August 20, 2027

In his concluding remarks, Chairman Vo Trong Hai requested provincial departments, sectors, and localities to maintain high focus, proactively remove obstacles, and ensure project execution meets both quality and timeline benchmarks.

Regarding the 10 schools in Phase 1: Along with maintaining teaching standards, commune-level Party committees and authorities must ensure proper living, dining, and daily conditions for boarding students. The Department of Education and Training is directed to enhance oversight, guarantee a safe learning environment, provide adequate textbooks, and establish safe periodic transportation plans for students traveling between home and school, especially during the storm season.

For the 11 schools in Phase 2: Relevant units and localities must urgently complete documentation to submit for appraisal and approval the remaining 7 projects, while allocating sufficient capital and completing site clearance. All projects must be fully completed and handed over no later than August 20, 2027.

Contractor selection must be strictly evaluated based on capacity, responsibility, and past performance in Phase 1. Construction must be organized scientifically to minimize the impacts of harsh mountain weather and terrain.

The Provincial Chairman assigned relevant sectors to secure a stable supply of construction materials at reasonable prices and transport distances to prevent cost overruns. Construction quality and educational equipment must undergo rigorous inspection and verification.

The Provincial Project Management Board for Civil and Industrial Construction Projects is tasked with assigning clear responsibilities, maintaining an active on-site presence, and resolving issues promptly to ensure that the multi-level boarding schools for ethnic minority students in border areas are completed according to schedule.
