Dong Loc Commune, Nghe An Province conducts trial run of two-tiered local government model
On the morning of June 20, Dong Loc Commune in Nghe An Province organized a trial run of the two-tiered local government model, a crucial preparatory step before the model is officially implemented province-wide from July 1, 2025.

Attending the event were Ms. Nguyen Thi Thom, Member of the Provincial Party Executive Committee and Deputy Head of the Provincial Party Committee's Commission for Information, Education and Mass Mobilisation; along with representatives from the Provincial Party Committee's Organization Commission, the Standing Committee of the Provincial People's Council, the Office of the Provincial People's Committee, and the Department of Home Affairs.
Dong Loc Commune is a new administrative unit established through the merger of three communes: Khanh Hop, Nghi Thach, and Thinh Truong. It is one of 130 new commune-level administrative units in Nghe An under the two-tiered local government model.
The purpose of the trial run in Dong Loc was to test the model in a locality that has undergone an administrative unit merger, thereby evaluating the organizational and operational capacity, as well as the coordination among institutions within the grassroots political system.

The scenario for the trial run was set for July 1, 2025, the exact moment the two-tiered local government model officially comes into effect. In this scenario, the entire process of organization, personnel, and operations of the Party Committee and authorities was simulated to closely mirror real-world implementation.
The event began with the announcement of the Provincial Party Standing Committee's decisions regarding the personnel of the Dong Loc Commune Party Committee for the 2025-2030 term. Accordingly, the Commune Party Executive Committee consists of 20 members, the Party Standing Committee has 9 members, and the Party Inspection Commission has 3 members.

Mr. Duong Dinh Chinh, Member of the Provincial Party Executive Committee and Party Secretary of Nghi Loc District, was appointed to the position of Party Secretary of the commune. The two individuals appointed as Deputy Party Secretaries of the commune are: Mr. Nguyen Dinh Hung, Member of the District Party Executive Committee and Chairman of Nghi Thach Commune People's Committee (before the merger), and Mr. Nguyen Duc Tho, Member of the District Party Standing Committee and Vice Chairman of Nghi Loc District People's Committee.
Immediately following the announcements, the Dong Loc Commune Party Executive Committee held its first session, chaired by Mr. Duong Dinh Chinh, the Commune Party Secretary. The session discussed and approved several key items to ensure leadership and operational management during the initial phase of the new model.

Specifically, these included: the Rules of Procedure for the Standing Committee and the Executive Committee for the 2025-2030 term; the work program for the last six months of 2025; a decision assigning duties to each member of the Standing Committee and Executive Committee to oversee specific areas and sectors; a decision to establish advisory and assisting bodies for the Commune Party Committee, including the Party Committee Office, the Party Building Commission, and the Party Inspection Commission agency; and the plan for organizing the Commune Party Congress for the 2025-2030 term.

Continuing the program, the organizing board announced the resolutions of the Standing Committee of the Nghe An Provincial People's Council regarding the structure of the Dong Loc Commune People's Council and People's Committee for the 2021-2026 term. Accordingly, Mr. Duong Dinh Chinh was appointed Chairman of the Commune People's Council; Mr. Hoang Van Viet, Chairman of Thinh Truong Commune People's Committee (before the merger), was appointed Vice Chairman of the Commune People's Council; Mr. Le Nam, Deputy Chief of Nghi Loc District Party Committee Office, was appointed Head of the Economic and Budgetary Affairs Committee; and Mr. Nguyen Dinh Truong, Party Secretary of Nghi Thach Commune, was appointed Head of the Cultural and Social Affairs Committee of the Dong Loc Commune People's Council.

Regarding the Commune People's Committee, the Standing Committee of the Provincial People's Council appointed Mr. Nguyen Duc Tho, Vice Chairman of Nghi Loc District People's Committee, as Chairman of the Commune People's Committee; Mr. Phung Ngoc Tu, Chairman of Khanh Hop Commune People's Committee (before the merger), as Vice Chairman of the Commune People's Committee; and Mr. Dang Dinh Ky, Head of the Nghi Loc District Department of Education and Training, as Vice Chairman of the Dong Loc Commune People's Committee.
Within the framework of the simulation, the first session of the new term of the Dong Loc Commune People's Council was held in accordance with proper procedures and ceremonies. The Standing Committee of the Commune People's Council announced the number and list of delegates of the Dong Loc Commune People's Council following the merger and passed resolutions to establish the committees of the People's Council and the specialized agencies under the People's Committee.
Resolutions from the Standing Committee of the Commune People's Council were also announced, approving the number and list of full-time Deputy Heads and part-time members of the People's Council's committees for the 2021-2026 term, and appointing the members of the Commune People's Committee for the 2021-2026 term.
Subsequently, the Dong Loc Commune People's Committee, under the direction of Chairman Nguyen Duc Tho, held its first meeting. The meeting approved the Rules of Procedure for the 2021-2026 term, the work program for the last six months of the year, the regular citizen reception schedule of the Chairman, and initiated several key tasks for the transitional period, with a special emphasis on the operations of the commune's Public Administration Service Center.

The trial run of the two-tiered local government model in Dong Loc Commune was conducted in a serious and methodical manner, ensuring practicality and synchronization in the implementation of all steps.
The results of the trial run are not only a technical rehearsal but also clearly demonstrate the spirit of innovation and political responsibility of Party committees and authorities at all levels in response to the demand for streamlining the apparatus to be lean, effective, efficient, and closer to the people.
This will serve as an important foundation for the two-tiered local government model to operate smoothly and effectively across Nghe An province from July 1, 2025.
Immediately after the trial run in Dong Loc, the Nghe An Provincial Party Standing Committee directed the remaining 129 communes and wards to conduct similar trial runs before the two-tiered local government model officially comes into effect on July 1, 2025.
