Building Vinh City into a modern smart city

According to the Standing Committee of the Nghe An Provincial Party Committee’s assessment, over the past 10 years, the task of developing Vinh City into the economic and cultural center of the North Central region, as outlined in the Politburo’s Resolution No. 26-NQ/TW dated July 30, 2013, has achieved significant results.

However, the achievements have not fully matched the potential and advantages, with Vinh City’s development lagging behind other urban areas in the region, particularly in connectivity and regional linkages; economic growth has been unsustainable; infrastructure has not met requirements; and the goal of becoming the center of the North Central region has not been realized.

To build on these achievements and quickly develop Vinh City into the economic and cultural center of the North Central region, the Standing Committee has issued a resolution on the construction and development of Vinh City until 2030, with a vision until 2045.

The resolution emphasizes the need to build and develop Vinh City into a modern, smart, green, clean, beautiful, and safe urban area, which will be one of the development drivers and growth poles of the North Central region. This is a key political task of the province, primarily for the city’s Party, government, and people.

The development will be focused and targeted, with a shift towards sustainable growth. Efforts will concentrate on developing commerce, services, tourism, marine economy, and high-tech industries. Investment in science and technology, innovation, digital transformation, education and training will be prioritized to improve human resource quality, thereby accelerating economic development.

Infrastructure development will be synchronized towards a green, smart and modern urban framework. Enhanced cooperation and linkage with domestic and international localities will be promoted.

Harmonious development between the economy and culture-society will be ensured, guaranteeing progress, equality, and social welfare, continuously improving the material and spiritual lives of the people. Economic development will be tightly coupled with environmental protection, proactive disaster response, and climate change adaptation; defense and security will be solidified, ensuring political stability, order, and social safety.

Resources will be concentrated, and superior mechanisms and policies will be enacted to facilitate and promote Vinh City’s development as the economic and cultural center of the North Central region.

The leadership capacity and combativeness of Party committees and organizations, the quality of the cadre and party members, and the effectiveness and efficiency of government management at all levels will be enhanced.

The great unity of the people will be strengthened, leveraging the strength of the entire political system; the revolutionary tradition, proactive spirit, creativity, self-reliance, and aspiration to rise will be highly stimulated among the cadre, party members, and people of Vinh City.

By 2030, the goal is for Vinh City to be a civilized and modern coastal urban area with fast and sustainable economic development, serving as the growth engine of the province and the central hub of the North Central region in education, culture, healthcare, commerce, tourism, logistics, science and technology, and high-tech industries.

Infrastructure systems will be gradually synchronized and modern, adaptable to climate change, ensuring safety; the material and spiritual lives of the people will be improved; defense and security will be solid; the Party and political system will be clean and strong; the unity and trust of the people will be strengthened.

Looking ahead to 2045, Vinh City aims to be a rapidly growing, sustainable, civilized, and modern smart city, one of the important growth drivers of the North Central region.
